第10条第2款又规定：“Nomeasureofgeneralapplicationtakenbyanycontractingpartyeffectinganadvanceinarateofdutyorotherchargeonimportsunderanestablishedanduniformpractice, orimposinganewormoreburdensomerequirement, restrictionorprohibitiononimports, oronthetransferofpaymentstherefor, shallbeenforcedbeforesuchmeasurehasbeenofficiallypublished.
第3款规定了各成员应维持或尽快建立司法的、仲裁的法庭或程序。这种法庭或程序应独立于负责行政实施的机构。 （a） Eachcontractingpartyshalladministerinauniform, impartialandreasonablemannerallitslaws, regulations, decisionsandrulingsofthekinddescribedinparagraph1ofthisArticle.（b） Eachcontractingpartyshallmaintain, orinstituteassoonaspracticable, judicial, arbitraloradministrativetribunalsorproceduresforthepurpose, interalia, , andshallgovernthepracticeof, suchagenciesunlessanappealislodgedwithacourtortribunalofsuperiorjurisdictionwithinthetimeprescribedforappealstobelodgedbyimporters; Providedthatthecentraladministrationofsuchagencymaytakestepstoobtainareviewofthematterinanotherproceedingifthereisgoodcausetobelievethatthedecisionisinconsistentwithestablishedprinciplesoflawortheactualfacts.（c） Theprovisionsofsubparagraph （b） , uponrequest, furnishtheCONTRACTINGPARTIESwithfullinformationthereoninorderthattheymaydeterminewhethersuchproceduresconformtotherequirementsofthissubparagraph.
