NothingcanbemoreevidentthanthatthethirteenStateswillbeabletosupportanationalgovernmentbetterthanonehalf, oronethird, , whichisfoundedontheprincipleofexpense; anobjection, however, which, whenwecometotakeanearerviewofit, willappearineverylighttostandonmistakenground.
If, inadditiontotheconsiderationofapluralityofcivillists, wetakeintoviewthenumberofpersonswhomustnecessarilybeemployedtoguardtheinlandcommunicationbetweenthedifferentconfederaciesagainstillicittrade, andwhointimewillinfalliblyspringupoutofthenecessitiesofrevenue; andifwealsotakeintoviewthemilitaryestablishmentswhichithasbeenshownwouldunavoidablyresultfromthejealousiesandconflictsoftheseveralnationsintowhichtheStateswouldbedivided, weshallclearlydiscoverthataseparationwouldbenotlessinjurioustotheeconomy, thantothetranquillity, commerce, revenue, andlibertyofeverypart.
