TothePeopleoftheStateofNewYork:
ACCORDINGtotheformaldivisionofthesubjectofthesepapers, announcedinmyfirstnumber, therewouldappearstilltoremainfordiscussiontwopoints: "theanalogyoftheproposedgovernmenttoyourownStateconstitution," and "theadditionalsecuritywhichitsadoptionwillaffordtorepublicangovernment, toliberty, andtoproperty." Buttheseheadshavebeensofullyanticipatedandexhaustedintheprogressofthework, thatitwouldnowscarcelybepossibletodoanythingmorethanrepeat, inamoredilatedform, whathasbeenheretoforesaid, whichtheadvancedstageofthequestion, andthetimealreadyspentuponit, conspiretoforbid.
Itisremarkable, thattheresemblanceoftheplanoftheconventiontotheactwhichorganizesthegovernmentofthisStateholds, notlesswithregardtomanyofthesupposeddefects, -eligibilityoftheExecutive, thewantofacouncil, theomissionofaformalbillofrights, , asontheoneproposedfortheUnion; andamanmusthaveslenderpretensionstoconsistency, , whoprofesstobethedevotedadmirersofthegovernmentunderwhichtheylive, thanthefurywithwhichtheyhaveattackedthatplan, formattersinregardtowhichourownconstitutionisequallyorperhapsmorevulnerable.
